 Job Description         DTMB Agency Services is in need of a Business Analyst to provide excellent customer service supporting both project and work request needs for the Environment, Great Lakes and Energy (EGLE) Agency.  This person will have the opportunity to join two in-flight projects focused on implementing new IT solutions to provide increased efficiencies and public support for environmental health and drinking water programs.  These IT solutions leverage current technologies and include working with multiple EGLE subject matter experts, partners in the Local Health Departments, vendors, and the general public.
        Key responsibilities include being the liaison between DTMB and the project stakeholders, as well as providing expert facilitation and elicitation to help develop strategy and requirements for future enhancements and related work projects.  In addition, as part of the overall support for EGLE, this person will be a critical member of the DTMB Agency Services Business Analyst team, participating in various related work requests for EGLE and contributing to the operational activities of the BA team.

       Customer service and being a champion to ease Agency compliance with DTMB policies and practices are key performance expectations for this person.  They must be able to quickly gain a working understanding of applicable constraints and enablers and help EGLE navigate those for the success of their projects and work requests.  A common day would include attendance in various standing meetings for each of the projects, as well as those that include the BA team – being able to confidently speak to current activities in each, listening to understand needs, and helping to provide input that assists in meeting the objectives of the respective meetings.  In addition, related work will include ongoing analysis of original requirements/user stories in comparison to needs identified in discovery sessions and/or UAT cycles and helping to define potential changes, to include impact analysis.

Business Analyst Position General Description

• Reviews, analyzes, and evaluates business systems and user needs. Formulates systems to parallel overall business strategies. Experienced with business process reengineering and identifying new applications of technology to business problems to make business more effective. Familiar with industry standards (including Legacy, Core, and Emerging technologies), business process mapping, and reengineering. Prepares solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc. Writes detailed description of user needs, program functions, and steps required to develop or modify computer programs.
• Prepare and document Functional and Technical Specifications for reporting and data warehouse work. Assist with business warehouse/intelligence support and enhancements. Develops RFPs. Position Justification      The position is responsible for providing ongoing maintenance and support of complex Java applications and developing enhancements to
 Electronic Test Ordering and Results(ETOR) for MDHHS State Labs and Oral Kindergarten application modernization for the Child and Adolescent  Health business area. Changes are being made to enhance the stability and functionality of the ETOR system. The resource is integral to  developing and maintaining MDHHS’ ETOR and Oral Health automated processes, streamlining critical business processes, data integrity, SEM/SUITE compliance, and securing the applications. The resource also performs as a technical lead and provides technical guidance to the other developers in the department. 
       As a technical lead, the resource participates in a variety of analytical assignments that provide for the enhancement, integration,
 maintenance, and implementation of projects. The resource also provides technical oversight to developers in the team that support other
 critical applications . Not having a resource on staff will lead to MDHSS manually documenting and developing screen plans that can lead to

 errors causing data integrity issues and can eventually lead to incorrect information being processed and reporting of the patient information.
